DISCUSSION AND 48-HOUR OUTLOOK
------------------------------
At 500 PM AST (2100 UTC), the center of Hurricane Nicole was located
near latitude 33.6 North, longitude 63.2 West. Nicole is moving
toward the northeast near 21 mph (33 km/h). A turn toward the east-
northeast and an increase in forward speed are expected tonight or
on Friday. On the forecast track, the center of Nicole will move
farther away from Bermuda this evening.
Maximum sustained winds have decreased to near 110 mph (175 km/h)
with higher gusts. Additional weakening is forecast during the
next couple of days, and Nicole could become a post-tropical cyclone
on Saturday.
Hurricane-force winds extend outward up to 70 miles (110 km) from
the center and tropical-storm-force winds extend outward up to 185
miles (295 km). The Bermuda airport recently reported sustained
winds of 37 mph (59 km/h) and a wind gust of 55 mph (89 km/h).
The estimated minimum central pressure is 963 mb (28.44 inches).
HAZARDS AFFECTING LAND

WIND: Tropical storm conditions will continue over Bermuda through
this evening.
STORM SURGE: A dangerous storm surge will raise water levels by as
much as 6 to 8 feet above normal tide levels in Bermuda. The surge
will be accompanied by large and destructive waves. The storm
surge should subside this evening.
RAINFALL: Rainfall on Bermuda should diminish this evening.
SURF: Swells associated with Nicole will affect Bermuda during the
next few days, and will spread northward along the United States
east coast from the Carolinas northward through the next few
days. These swells will create dangerous surf conditions and rip
currents. Please refer to products being issued by your local
weather office for more information.

The season is still expected to be the most active since 2012 ..."

2016 Updated Atlantic Hurricane Season Outlook Summary (source: NOAA, 11 Aug 2016):

a. Predicted Activity
NOAA's updated 2016 Atlantic Hurricane Season Outlook indicates an 85% chance that season will either be near-normal or above-normal. The outlook calls for a 50% chance of a near-season, a 35% chance of an above-normal season, and only a 15% chance of a below-normal season. See NOAA definitions of above-, near-, and below-normal seasons. The Atlantic hurricane region includes the North Atlantic Ocean, Caribbean Sea, and Gulf of Mexico.

Compared to the pre-season outlook issued 27 May, the probability of either a near-normal or above-normal season has increased to 85% (compared to 75% in May), and the probability of a below-normal season has decreased to 15% (from 25% in May). The season is still expected to be the strongest since 2012.

This is a more challenging hurricane season outlook than most because it is difficult to determine whether there will be reinforcing or competing climate influences on tropical storm development. The outlook calls for a 70% probability for each of the following ranges of activity during the 2016 hurricane season:
  • 12-17 Named Storms, which includes Alex in January
  • 5-8 Hurricanes, which includes Alex in January
  • 2-4 Major Hurricanes
  • Accumulated Cyclone Energy (ACE) range of 85%-150% of the median.
Each of these ranges is higher than was predicted in the May outlook (which indicated likely ranges of 10-16 named storms, 4-8 hurricanes, and 1-4 major hurricanes). The seasonal activity is expected to fall within the predicted ranges in 70% of seasons with similar climate conditions and uncertainties to those expected this year. These ranges do not represent the total possible ranges of activity seen in past similar years.

During 1981-2010, Atlantic hurricane seasons averaged 12 named storms, 6 hurricanes, 3 major hurricanes, and 92.4% of the median ACE.

To date, the 2016 Atlantic hurricane season has produced five named storms, with two being hurricanes. Therefore, for the remainder of the season, we expect (with 70% probability for each range) an additional 7-12 named storms, of which 3-6 are expected to become hurricanes and 2-4 of those are expected to become major hurricanes.

b. Reasoning behind the updated outlook
The strength of the hurricane season is largely controlled by conditions and activity within the Main Development Region (MDR, which spans the Caribbean Sea and tropical Atlantic Ocean between 9°N-21.5°N; Goldenberg et al. 2001). This year, although competing factors are still likely within the MDR during the peak months (August-October) of the hurricane season, overall conditions within the MDR are now expected to favor a more active season than was predicted in May. However, there remains considerable uncertainty regarding when La Niña will develop and how strong it will become, which leads to uncertainty as to whether the Atlantic hurricane season will be near-normal or above normal.

The main factors that are conducive to a more active season now compared to the May outlook include 1) the disappearance of El Niño's suppressing influence on Atlantic hurricanes, 2) weaker vertical wind shear across the central MDR, 3) somewhat weaker trade winds across portions of the southern MDR, and 4) a stronger west African monsoon.

The main competing factors this season are 1) anomalous sinking motion and increased vertical wind shear in the western MDR (which are somewhat related to the active eastern Pacific hurricane season), and 2) less conducive global sea surface temperature (SST) patterns. A stronger La Niña could weaken or dissipate some of these competing factors and result in an above-normal season, while a weak or non-existent La Niña may allow these conditions to persist and thereby favor a near-normal season. Model predictions are now generally calling for only a border-line weak La Niña to form during August-October.

Activity to Date
:
Five named storms (Alex, Bonnie, Colin, Danielle, and Earl) have formed in the Atlantic basin to date. Alex, which formed last January, and Earl became hurricanes. Four storms to date have made landfall, including Bonnie in South Carolina, Connie in western Florida, Danielle in eastern Mexico, and Earl in Belize and Mexico.

Preparedness for Tropical Storm and Hurricane Landfalls:
It only takes one storm hitting an area to cause a disaster, regardless of the overall activity. Therefore, residents, businesses, and government agencies of coastal and near-coastal regions are urged to prepare every hurricane season regardless of this, or any other, seasonal outlook.

Predicting where and when hurricanes will strike is related to daily weather patterns, which are not reliably predictable weeks or months in advance. Therefore, it is currently not possible to accurately predict the number or intensity of landfalling hurricanes at these extended ranges, or whether a particular locality will be impacted by a hurricane this season.

"NOAA’s Climate Prediction Center says the 2016 Atlantic hurricane season, which runs from June 1 through November 30, will most likely be near-normal, but forecast uncertainty in the climate signals that influence the formation of Atlantic storms make predicting this season particularly difficult.

"NOAA predicts a 70 percent likelihood of 10 to 16 named storms (winds of 39 mph or higher), of which 4 to 8 could become hurricanes (winds of 74 mph or higher), including 1 to 4 major hurricanes (Category 3, 4 or 5; winds of 111 mph or higher). While a near-normal season is most likely with a 45 percent chance, there is also a 30 percent chance of an above-normal season and a 25 percent chance of a below-normal season. Included in today’s outlook is Hurricane Alex, a pre-season storm that formed over the far eastern Atlantic in January.

“This is a more challenging hurricane season outlook than most because it’s difficult to determine whether there will be reinforcing or competing climate influences on tropical storm development,” said Gerry Bell, Ph.D., lead seasonal hurricane forecaster with NOAA’s Climate Prediction Center. "However, a near-normal prediction for this season suggests we could see more hurricane activity than we’ve seen in the last three years, which were below normal.” Read more here.

Here are a few tips to help prepare for the 2016 hurricane season, which officially began June 1 and ends November 30:
  • Know your area and the evacuation routes. In Florida, they are available on the Florida Division of Emergency Management’s Website.
  • Have a plan to prepare your home and/or business with storm shutters or plywood. Bring items that could be picked up by the wind and break windows - like lawn furniture, toys, or trash cans - inside.
  • Make sure you know where your home’s safe room is located. Federal Emergency Management Agency’s (FEMA) website details what a safe room should look like.
  • Keep your automobile fully fueled; if electric power is cut off, gas stations may not be able to operate pumps for several days.
  • Be prepared to survive on your own for a few days. Assemble a disaster kit with a battery-powered radio, flashlights, extra batteries, a first-aid kit, blankets, clothing, food, water, and prescription medications and needed medical supplies. The Florida Division of Emergency Management points you to a good list of items to have ready.
  • Know how to shut off utilities. Know where gas pilots are located and how the heating and air-conditioning system works. If you have any questions, contact your local utility company.
  • Gather your personal documents - insurance policy information, emergency contact information, and any other vital documents - somewhere they can be easily located and ready to take with you should you have to evacuate your home.

The Final Voyage of El Faro, Questions, Few Answers

NTSB Preliminary Report (pdf) on the fate of El Faro: "On Thursday, October 1, 2015, about 07:15 a.m. eastern daylight time, the US Coast Guard received distress alerts from the 737-foot-long roll-on/roll-off cargo ship El Faro. The US-flagged ship, owned by Sea Star Line, LLC, and operated by TOTE Services (TOTE), was 36 nautical miles northeast of Acklins and Crooked Islands, Bahamas, and close to the eye of Hurricane Joaquin. The ship was en route from Jacksonville, Florida, to San Juan, Puerto Rico, with a cargo of containers and vehicles. Just minutes before the distress alerts, the El Faro master had called TOTE’s designated person ashore and reported that the ship was experiencing some flooding. He said the crew had controlled the ingress of water but the ship was listing 15 degrees and had lost propulsion. The Coast Guard and TOTE were unable to reestablish communication with the ship. Twenty-eight US crewmembers and five Polish workers were on board. The Coast Guard deployed helicopters and search vessels to the ship’s last known position, but the search was hampered by hurricane-force conditions on scene. On Sunday October 4, a damaged lifeboat, two damaged liferafts, and a deceased crewmember wearing an immersion suit were found. On Monday, October 5, a debris field and oil slick were found, and the Coast Guard determined that the El Faro was lost and declared the event a major marine casualty. The Coast Guard suspended the unsuccessful search for survivors at sundown on Wednesday, October 7. On Tuesday, October 6, the National Transportation Safety Board launched a full team to Jacksonville to lead the federal investigation in cooperation with the Coast Guard, the American Bureau of Shipping (the El Faro’s classification society), and TOTE as parties. The US Navy Salvage and Diving division of the Naval Seas Systems Command was contracted to locate the sunken ship, assist in the sea floor documentation of the wreckage, and recover the voyage data recorder."

SS El Faro (Wikipedia): "... On October 19, the USNS Apache departed from Joint Expeditionary Base Little Creek–Fort Story in Virginia Beach, Virginia to conduct the underwater search for El Faro. The vessel was equipped with a towed pinger locator, side-scan sonar, and a remotely operated vehicle. The search crew identified a vessel on October 31 at an approximate depth of 15,000 ft (4,600 m); the NTSB reported the object to be "consistent with a [790 ft (240 m)] cargo ship...in an upright position and in one piece." On November 16, 2015, the National Transportation Safety Board announced it has completed its search of the sunken ship, but did not find the voyage data recorder..."
